Localized catalogue API

Catalogue set and card reads accept lang=fr|en. Localized metadata is projected over stable canonical identities, and missing translations fall back to canonical rows. Card search uses the localized name when a supported language is requested.

Japanese and Chinese catalogue structures remain outside the current FR/EN application scope.
