Localized Pokemon catalogue persistence

The Pokemon ingest can now retain French and English set/card metadata side by side while preserving the first configured language as the canonical fallback. The behavior is opt-in through INGEST_LOCALIZATIONS=true until localized API projections are available.

Secondary languages do not replace canonical mirrored artwork or canonical price-history snapshots.
