The implementation merged into backend staging rejects active eBay Browse listings that offer only an auction and records an explicit diagnostic reason. Listings that also expose a fixed price remain eligible under the existing policy because they still carry a real asking price.

Previously stored auction observations are not migrated and will age out through the existing evidence window. Missing or unknown buying options keep their current behavior. This change adds no M1/M2 formula and publishes no slab price. A merge into staging is not proof of production deployment or pricing publication. GitHub-hosted checks did not start because of the account billing/spending limit; only the local suites reported in the PR have run, and the database-backed E2E environment was unavailable.
